Introduction

The committee is pleased to present this revised report on this year's budget. The report follows the referral back to the Committee last week Tuesday. It is hoped that this modest contribution will help honourable members in their contributions on the budget motion.

In carrying out its work, the committee is assisted by a consultant who provides insights into various issues. But the final responsibility of any report presented in the House lies with the committee itself.

This report represents the committee's quick response to the budget that was presented in the House on Friday the 4th of July, 2003. It touches on a number of topical issues that the committee would like to bring to the attention of the House, and ultimately of the Government.

In every mature democracy, the role of select committees is to transcend party politics and take a lead in acting as watchdogs of good governance and sound economic management. As such, while the committee's response undertakes to commend the Government where necessary, the greater orientation is towards highlighting areas of concern.
