3. MEASURES AND DECISIONS AT THE NATIONAL LEVEL
 
At the national level, there are many measures structural and non-structural and decisions to be made, integrated in a global perspective of improving the response to large floods in the future. The most important are the following ones:

Non Structural

  • Improvement of the co-ordination between the most important institutions at the national and local levels


  • improvement of the meteorological forecasts of extreme rainfall events (cyclones, tropical depressions, fronts)


  • installation of effective flood warning systems in the flood prone basins


  • improvement of the dissemination of information and warnings to the public at large and particularly to the population in endangered areas


  • strengthening of the reaction capacity during the floods


  • flood plain zoning and regulation of occupation


Structural

  • re-establishment, strengthening and expansion of the hydrometeorological network and communications system


  • re-establishment and improvement of the existing structural protection of infrastructures, evaluation of safety of existing dams and dykes


  • building refugee platforms and other protected areas


  • building new dams: large – BuР№ Maria and Moamba Major and about 50 small dams
