Seminar speaker: Mr Corneels H Jafta



Mr Corneels H Jafta is Registrar of the Polytechnic of Namibia since 2000. He holds a Masters degree in Education from the University of Canberra, Australia. He has wide experience in developing and implementing outcomes-based education and training policies and programmes and initiated the development of Namibia’s National Qualifications Framework. Mr Jafta has consulted to various governments in the Southern African Development Community and has wide experience in human resource development in the region. He participated as a researcher in articulating the long-term vision for Namibian education and training in project Vision 2030 of the government of Namibia.

PRESENTATION: Information Dissemination, Education and Empowerment of Rural Communities.

The presentation addresses the education-development dilemma and the relationship between education, development and empowerment. It argues that empowerment involves many more factors than those deliverable through education and training. It further explores the ideas of Hernando de Soto (2000) on access to property rights and the relationship between property and capital. The presentation then goes on to look at different communication media and the conditions required for their successful use in rural areas.
