ABSTRACT: Paper: Basic Requirements for the Alleviation of Poverty, Gender Inequalities and Access to Energy

The paper attempts to elucidate requirements for alleviating poverty in Namibia from an energy framework perspective. It would focus on three key areas of research interest. The paper would explore further the link between social services provision and how it impacts on poverty reduction. The paper would also focus on the role of women and rural development as the key to poverty reduction within the context of the energy sector. The paper would assess the scale of energy poverty (i.e. the lack of access to commercial energy services by poor households) and would furthermore provide a general assessment as to how energy can play a viable part in poverty reduction in Namibia. The paper would attempt to apply the relevance of the energy poverty framework as theorised by the World Bank to the Namibian situation and assess its relevance and importance thereof. The paper would furthermore assess how energy strategies can be linked to poverty alleviation strategies within the context of Namibia.
