    The Commission on Human Security was established in January 2001 through the initiative of the Government of Japan and in response to the UN Secretary-General’s call at the 2000 Millennium Summit for a world “free of want” and “free of fear.” The Commission consisted of twelve prominent international figures, including Mrs. Sadako Ogata (former UN High Commissioner for Refugees) and Professor Amartya Sen (1998 Nobel Economics Prize Laureate).

    The United Nations Trust Fund for Human Security (UNTFHS) finances projects carried out by organizations in the UN system, and when appropriate, in partnership with non-UN entities, to advance the operational impact of the human security concept. The UNTFHS places priority on promoting multi-sectoral and inter-agency integration based on the comparative advantage of the applying organizations and through their collaboration. Projects are distributed globally, with priority given to countries and regions where the insecurities of people are most critical and pervasive, such as the least developed countries (LDC's) and countries in conflict.

    The overall objective of the HSU is to integrate human security in all UN activities. By combining the management of the United Nations Trust Fund for Human Security (UNTFHS) with the dissemination and promotion activities of the Advisory Board on Human Security (ABHS), the HSU plays a pivotal role in translating the concept of human security into concrete activities and highlighting the added value of the human security approach as proposed by the Commission on Human Security (CHS).
